可复制可推广的自然资源制度改革:理论与实践

暨第三届CWINS国际研讨会

会议通知


    土地与其他自然资源的开发利用引致的“社会-生态”系统的动态变化和阶段性重构,是全球或区域发展不可避免的现象。如何协调这个过程中各类利益冲突,实现人与自然的协调发展,一直是发达与发展中国家普遍关注的议题。

      制度是“社会-生态”系统中重要的组成要素,影响着自然资源开发利用和经济社会发展的结果。在不同尺度上设计管理制度是我们应对污染、气候变化、生物多样性破坏等问题的主要手段。然而,这些尝试在不同国家和地方出现了成功或失败的分异结果。我们对这些案例成功或失败的原因感兴趣,但是更感兴趣的是这些案例是否存在一些共性,可以用于解释多样化背景下的其他案例。尤其是,这些成功或失败的制度改革有着哪些可复制、可推广的经验或启示?我们应如何根据这些可复制、可推广的经验来更好地推动人与自然可持续发展的要求?

      为了更好促进国内外学者在自然资源可持续利用与治理的相关理论、方法和实践探索等方面的交流,浙江大学土地与国家发展研究院、浙江大学“社会-生态系统制度分析国际合作平台·中国(C-WINS)”、德国格赖夫斯瓦尔德大学经济学与景观经济学系、德国柏林洪堡大学“社会-生态系统制度分析国际合作平台”(WINS)将共同举办“可复制可推广的自然资源制度改革:理论与实践暨第三届CWINS国际研讨会”。 

      本次研讨会拟于2017113 - 4日在中国杭州举行。我们诚挚邀请国内外致力于土地及自然资源问题研究的专家学者参会,从经济学、管理学、行政管理、政治学、法学、社会学和环境科学等不同领域共同探讨上述问题的答案。

Overview

The dynamic change and reconstruction of “Social-Ecological Systems” (SES) induced by land and other natural resources utilization is an inevitable phenomenon at either the global or regional level. How to coordinate the conflict of various interests, and to achieve the sustainable development between the human and the nature systems, have been a common issue for both developed and developing countries.

Institutions are one of the essential components of the SES, affecting the outcomes from natural resources use and socio-economic development. Crafting institutions on the different scales is a major way to tackle the problems involving pollution, climate change and biodiversity loss. However, such efforts succeeded in certain areas while failed in others. We are not only interested in the reasons for the success or failure of the specific cases, rather, we are also keen to know whether these cases share some similarities that can be used to interpret other cases even in different contexts. In particular, whether there are the duplicable & applicable (D&A) patterns on these successful or failed institutional reforms? In light of the D&A experience or implications, how can we share the experience on governing the SES from local level to global level?

The workshop on D&A Institutional Patterns for Governing Natural Resource: Theory and Practice & the 3rd CWINS Workshop, co-organized by the Land Academy for National Development (LAND) of Zhejiang University, the Chair of Economics and Landscape Economics of Ernst-Moritz-Arndt-University Greifswald, and the Berlin Workshop in Institutional Analysis of Social-Ecological Systems (WINS), aims to bring researchers from all over the world to contribute the theoretical and practical understanding on the mentioned questions in both China and rest of the world.

The workshop will be held in Hangzhou, China, from 3rd to 4th November 2017. The workshop sincerely invites researchers who devote to land and natural resources researches in the disciplinary of economics, management, public administration, law, sociology, environmental science, etc., to come together and explore ways for the inspiring goals of the workshop. The workshop is looking forward to your present and contributions!
