首届“土地与未来上海国际研讨会”隆重开幕
2017年11月24上午，“土地与未来上海国际研讨会”在上海隆重召开，本次研讨会主题是“土地利用与绿色发展”。来自联合国人居署-全球土地工具网络、荷兰基础设施和环境部、德国汉斯赛德尔基金会、俄罗斯国立土地规划大学、英国皇家特许测量师学会、国际测量师协会等国内外学术组织和研究机构的专家学者交流讨论，国土资源部、上海市人民政府领导出席会议并致辞。
上海市人民政府黄融副秘书长在欢迎致辞中指出：本届研讨会以“土地利用与绿色发展”为主题，充分体现了国土资源部对学习贯彻十九大精神，持续推进国土资源绿色发展的高度重视，将对我国进一步协调人地关系、促进土地节约集约利用产生重要而深远的影响。当前，上海正处于创新驱动发展、经济转型升级的关键时期，也面临着资源紧约束、生态环境有待改善、城乡发展不均衡等一系列问题。绿色发展对上海而言，是对传统发展方式的反思和变革，更是实现城市内涵发展、建设卓越全球城市的必由之路。他希望，国内外专家学者围绕研讨会主题畅所欲言、集思广益，为用好土地资源保障城市发展贡献更多的智慧。
国土资源部规划司庄少勤司长致辞指出：党的十九大开启了全面建设现代化国家的新征程，描绘了全面建成小康社会、夺取中国特色社会主义伟大胜利的宏伟蓝图。土地是民生之本、发展之基、财富之母。规划好、管理好、利用好土地资源，事关十九大精神的贯彻落实，也事关中国特色社会主义的发展全局。改革开放近40年，我国始终坚持尽职尽责保护国土资源、节约集约利用国土资源、尽心尽力维护群众权益的工作定位，在土地管理制度上进行了一系列的改革创新。中国特色社会主义取得的成就是改革创新不懈奋斗的结果，也是开放合作的结果，中国开放的大门只会越开越大，上海作为改革开放的排头兵、创新发展的先行者，践行新发展理念，坚持以土地利用方式转变促进城市发展方式转变，创造了许多宝贵的经验。他希望，来自国内外的专家学者畅谈土地发展、描绘未来蓝图，共同应对挑战、分享成果。他相信，借助本次研讨会的平台，一定能够汇聚各方智慧、凝聚广泛共识、推动交流合作、促进资源可持续利用，为全球可持续发展贡献美好的解决方案。
上午的开幕式由上海市规划和国土资源管理局副局长岑福康主持。
本次会议由国土资源部规划司、国土资源部科技与国际合作司、上海市规划和国土资源管理局指导，中国土地勘测规划院、上海市地质调查研究院（上海市国土资源调查研究院）、浙江大学土地与国家发展研究院共同主办，旨在打造成为我国土地科学与管理领域的国际间高端学术交流平台和引领我国土地科学与管理发展、展示我国软实力的核心学术研讨会议。
The first “ Shanghai International Symposium of Land & Future ” was grandly opened
“Shanghai International Symposium of Land & Future”was held in ShanghaiOn November 24， 2017. The theme of the Symposium is “Land Use and Green Development”. The conference experts arefrom foreign academic organizations and research institutions，such as，GLTN，MIE of the Netherlands，Hanns Seidel Stiftung，States University of Land Use Planning of Russia, Royal Institution of Chartered Surveyors. Leaders of the Ministry of Land and Resources，Shanghai Municipal Government attended the conference and gave speeches.
Huang Rong，deputy secretary general of Shanghai Municipal Government，delivered a welcome speech. He pointed out: with the theme of “Land Use and Green Development”，this symposium fully demonstrates that the Ministry of Land and Natural Resources attaches great importance to the study and implementation of the 19th CPC National Congressand continues to promote the green development of land and resources. It will have importantimpact on the coordinationof relations between people and land；promote intensive and economical land use. At present，Shanghai is at the crucial period driven by innovation and economic restructuring and upgrading at the background offacing a series of problems such as resource-constrained condition，environmentthat needs improvement，and the uneven development of urban and rural areas. For Shanghai，green development is a critical review and transformation of the traditional developmentmode. It is also the only way to achieve the goal of urban connotation development and build an excellent global city. He hoped that all the experts and scholars both at home and abroad would speak their minds and brainstorming on the theme of the seminar and contribute more to land use and city development.
Zhuang Shaoqin，director of the Planning Department of the Ministry of Land and Resource，stating that the 19th CPC National Congress opened a new course for building an all-round modernized nation，painted a grand blueprint for building a well-off society in an all-round way and for winning the great victory of socialism with Chinese characteristics. Land is the foundation of people’s livelihood and development，and the mother of wealth. The planning，management and utilization of land resources are the aspects of the implementation of the 19th CPC National Congress and the development of socialism with Chinese characteristics. In the past 40 years of Reform and Opening，China has always adhered to its due diligence in protecting land resources，saving and utilizing land resources intensively，and doing its utmost to safeguard the masses’ rights and interests. We have conducted a series of reforms and innovations in the land management. The achievements made in building socialism with Chinese characteristics are the results of unremitting efforts in reform and innovation and the results of open and cooperation. China’s open door will only openwider and wider. Shanghai has created many valuable experiences as the vanguard of reform and open，the forerunner of innovation and development. He hoped that the experts and scholars would talk about the development and the land，draw the common blueprint for the future，jointly meet the challenges and share the achievements. He believed that in this symposium，we are able to bring the wisdom of all partiestogether，build consensus，promote cooperation，usethe resourcessustainably and contribute to a better solution for global sustainable development.
The opening ceremony in the morning was moderated by Cen Fukang，deputy director general of Shanghai Municipal Planning，Land and Resources Administration.
The symposium was guided by the Planning Department of the Ministry of Land and Resources，the Science & International Cooperation Department of the Ministry of Land and Resources，Shanghai Municipal Planning，Land and Resources Administration，and co-hosted by the China Land Surveying and Planning Institute，the Shanghai Institute of Geological Survey(Shanghai Institute of Land Resource Survey)，the Land Academy for National Development Zhejiang University.It is aiming at building an international platform for high-end academic exchanges in the field of land science and management in our country，and one of the core academic seminars to lead the development of land science and management. It alsowill be a demonstration of China’s soft power.
