深入研讨土地利用与绿色发展——“土地与未来上海国际研讨会”首天上午专家演讲精彩纷呈

首届“土地与未来上海国际研讨会”于2017年11月24日在上海隆重举行，主题为“土地利用与绿色发展”。会议形式丰富多样，以专家演讲、互动交流为主，同时包括“开放与合作”机构和组织观点交流、青年演讲“先锋荟”、圆桌会议以及现场考察等。

11月24日上午，由上海市规划和国土资源管理局副局长岑福康副局长主持，来自国内外的5位专家围绕“土地利用与绿色发展”主题进行演讲，并与参会人员互动交流。联合国人居署——全球土地工具网络主席塞拉（OumarSylla）发表了题为《使用低价技术解决非洲地权安全性问题》的演讲，介绍了全球土地工具网络（GLTN）在解决非法定居住区土地纠纷上的经验。中国城市规划设计研究院院长杨保军介绍了《规划落实绿色发展理念的八个要点》，“育山”、“理水”、“造林”、“养田”、“调气”、“疏脉”、“完型”、“修文”等八个要点涵盖了资源环境本底、空间格局、品质提升等方面内容，并援引古今中外示例生动讲解。荷兰基础设施和环境部项目经理范•登•瓦特（Marijn van der Wagt）介绍了《荷兰可持续土地利用导向的综合空间规划》，讲解了荷兰的规划体系情况、空间规划的创新和发展趋势。南开大学中国城市与区域经济研究中心秘书长郝寿义教授发表了题为《区域协同发展与全国国土规划纲要》的演讲，讲解了区域协同发展的内容和实现路径。浙江大学土地与国家发展研究院院长吴次芳以《对中国土地制度改革十大理论认识的反思》为题，辩证阐述了我国土地制度中关于改革的认识、产权制度、市场制度、土地发展权、征地制度等十个方面问题的得失。

研讨会首日上午的专家演讲内容丰富，随后的交流问答中现场听众与专家互动频繁，研讨气氛热烈，碰撞出很多火花。

The first “Shanghai International Symposium of Land & Future” was held in Shanghai on Nov. 24, 2017. The theme of the Symposium is “Land Use and Green Development”. The conference forms are diversified, and oriented at expert speech and interaction. In the meantime, exchange of opinions between “Open and Cooperative” institutions and organizations, “Young Experts Speeches”, round-table conferences and site inspection etc. are included.

The opening ceremony on the morning of Nov. 24, was moderated by CEN Fukang, the Vice Director General of Shanghai Municipal Planning, Land and Resources Administration, on which five experts both at home and abroad delivered speeches oriented at the theme of “Land Use and Green Development”, and performed interaction with participants. OumarSylla, President of the Global Land Tool Network (GLTN))made a speech titled Apply Low-price Technology to Solve the Security Issue of Land Ownership in Africa to introduce the experience of GLTN in solving land disputes in illegal settlement areas. YANG Baojun, the Director of China Academy of Urban Planning & Design cited cases at all times and in all over the world to vividly introduce the “Eight Key Points for Planning and Implementing the Concept of Green Development”, namely “mountain cultivation”, “water governance”, “forest planting”, “field nourishing”, “air regulation”, “channel drainage”, “model perfection” and “culture improvement”, which cover quite a few aspects as resources and environment background, spatial pattern and quality improvement. Marijn van der Wagt, the Project Manager of the Ministry of Infrastructure and the Environmentof the Netherlandsintroduced the Comprehensive Space Planning Guided by Sustainable Land Use in the Netherlands, and explained its innovation and development tendency in terms of planning system and space planning. Professor HAO Shouyi, the Secretary General of the Research Center of China Urban and Regional Economy, Nankai University delivered a speech titled Outline of Regional Synergetic Development and National Land Planning to explain the contents and realization paths of regional synergetic development. WU Cifang, the Dean of the Land Academy for National Development Zhejiang University made a speech titled “Reflections on the Understanding of the Ten Theories of Land System Reform in China”, and dialectically explained gains and losses of ten problems existing in Chinese land system, such as recognition of reform, property rights system, market system, land development right and land requisition system.

On the morning of the first day of this Symposium, experts delivered speeches featuring abundant contents, and frequently interacted with site audiences in the subsequent exchange. Therefore, the atmosphere of this Symposium was animated and contributed to the generation of many sparks of thoughts.
