观点交流、专家演讲——“土地与未来上海国际研讨会”精彩继续

2017年11月24日下午，首届“土地与未来上海国际研讨会”接续进行，来自国内外学术机构和组织的专家学者继续围绕“土地利用与绿色发展”主题分享成果经验。

为促进跨学科、跨领域、跨区域的合作研究，本届研讨会设置了“开放与合作”机构和组织观点交流环节，由中国土地勘测规划院高延利院长主持。来自国际测量师协会、德国汉斯赛德尔基金会、全球土地工具网络、皇家特许测量师学会、俄罗斯国立土地规划大学、荷兰基础设施和环境部等国际机构和组织的6位代表介绍了各自的基本情况，以及在土地管理领域取得的成绩和经验，对未来的交流合作奠定了良好的基础。

下午的演讲环节由浙江大学吴次芳教授主持，来自国内外的3位专家发表了主题演讲。德国巴伐利亚州下弗兰肯区农村发展局副局长温克勒（Lothar Winkler）演讲了《稳定农村发展——一系列实施空间规划目标的倡议》。英国社会科学院院士，英国杨威及合伙人（城市规划）事务所董事长杨威作《探讨中国绿色低碳规划路径-从英国空间规划体系的借鉴》演讲。中国社会科学院农村发展研究所所长魏后凯发表《中国振兴乡村战略和土地改革》演讲。在而后的交流互动环节，现场听众与专家就演讲内容进行了深入的交流讨论，气氛热烈。

吴次芳教授从学术角度总结了当天八位专家主题演讲精彩内容。国土资源部规划司庄少勤司长为当天大会作总结，充分肯定了本届研讨会的高水平、高质量，希望通过研讨会达成三个方面的共识，一是致力于探索土地利用促进更加稳健、有活力的发展。二是致力于既绿色又富有人文精神的发展。三是致力于形成共建共享的未来。最后，他倡导土地工作者要厚德载物，不忘初心，共同努力创造更加美好的未来。

On the afternoon of Nov. 24, 2017, the first “Shanghai International Symposium of Land & Future” was continuously held, where experts from domestic and overseas academic institutions and organizations shared their achievements and experience oriented at the theme of “Land Use and Green Development”.

To promote the interdisciplinary, cross-domain and cross-regional cooperation research, this Symposium set the link of exchange of opinions between “Open and Cooperative” institutions and organizations, which was presided over by GAO Yanli, the President of the China Land Surveying and Planning Institute. In this link, six representatives from International Federation of Surveyors, Hanns Seidel Stiftung, GLTN, Royal Institution of Chartered Surveyors, State University of Land Use Planning of Russia and Ministry of Infrastructure and the Environment of the Netherlands introduced their respective fundamental situations as well as the achievements and experience in the domain of land management, which lays a solid foundation for the future exchange and cooperation.

      The presentation session at the afternoon was presided over by Professor WU Cifang from Zhejiang University, on which 3 experts in the domestic and overseas delivered keynote speeches. Lothar Winkler, the Vice Director General of Rural Development Bureau of Unterfranken District, Bavaria, Germany made a speech titled Stabilize Rural Development – Series of Initiatives for Space Planning Objectives. YANG Wei, an academician of the British Academy of Social Sciences and Chairman of Wei Yang & Partners (Urban Planning) Office made a speech titled Discussion on China’s Green and Low-Carbon Planning Path – Reference from the British Space Planning System. WEI Houkai, the Director of Rural Development Institute Chinese Academy of Social Sciences made a speech titled Chinese Strategies for Rural Development and Land Reform. In the subsequent interaction link, audiences on the spot and experts carried out in-depth exchange and discussion oriented at the contents of speeches, where the atmosphere was animated.

Professor WU Cifang, proceeding from the academic perspective, summarized the wonderful contents of keynote speeches delivered by 8 experts on the current day. ZHUANG Shaoqin, the Director of the Planning Department of the Ministry of Land and Resources of the PRC concluded a summary for the conference on the current day, fully recognized the high level and high quality of this Symposium, and expressed his passion for reaching consensus in the following three aspects. Firstly, land use shall be explored to promote more robust and dynamic development. Secondly, priority shall be given to the green and humane development. Thirdly, efforts shall be made to develop a co-constructed and sharing future. Eventually, he highlighted that, land workers shall be self-discipline and social commitment, and stay true to their mission so as to jointly create a more promising future.
