Overview
Governing natural resources in the context of globalization is not only related to sustainable resource use and the coordination between economic and social development within a single country, but also (and more importantly) to environmental pollution, climate change, and biodiversity issues at the global level. The updating, innovating, and ameliorating of governance systems are crucial issues for natural resource protection and rational utilization, as well as for guaranteeing the creation of a green economy and a so-called “ecological civilization society.”
In recent years, China has actively explored governance system reform with regard to natural resources. In 2018, the central government established a new ministry, the Ministry of Natural Resources of the People’s Republic of China. To create this new ministry, the government re-configured the planning authorities (such as those governing land use planning, main function zoning, and urban and rural planning), combined the natural resource survey and cadaster authorities (such as those governing land, water, grassland, forests, and wetlands), and reorganized authorities governing sea and marine affairs, and those governing mapping and geographic information. The establishment of the new Ministry of Natural Resources is a strong indicator of China’s attempt to form effective, just, and sustainable governance systems with regard to natural resources.
Governance systems constitute a vital nexus within Social-Ecological Systems (SES). The matching of governance systems with SES has received significant attention in recent decades. In this respect, factors at the local, regional, national, transnational, and international level exert significant influence. Therefore, it is imperative to determine appropriate means to identify, understand, and cope with these factors, in order to improve and modernize practical governance systems and the governing capacities of authorities.
The insights of various actors with diverse theoretical perspectives and practical experience, from different countries with diverse political and cultural backgrounds, may assist us in this endeavor. In order to facilitate discussion and communication among different actors on related theories, measures, and practices, we have organized the Fourth CWINS International Workshop, to be held this November in the beautiful city of Hangzhou, Zhejiang Province, China. The main topic of this workshop is “Governing Natural Resources: Global Strategies and Governance Innovations.”
This year’s CWINS workshop will act as a platform that will bring together scholars, officials, and other practitioners from all over the world. We will also invite representatives from international organizations, central and local authorities, and researchers and experts in related fields, to address specific issues through presentations and dialogues. We also encourage youth scholars to present their work, and will provide them with opportunities to publish their work in journals, newspapers, and other media outlets.
We cordially invite researchers and practitioners from various disciplines such as economics, management, public administration, law, sociology, and environmental science (among others), and who are interested in studies on governing natural resources and the environment, to come together and contribute to the goals of the workshop. We look forward to your presence and participation!
